Staff worked for years to bring the CDCR and CCHCS Department Operations Manual (DOM and Healthcare DOM) into the digital age.

The transition to a modern, accessible web-based DOM and healthcare DOM was a multi-year project involving communications, healthcare, and technology teams.

The successful completion of the project was made possible by Thomas Gonzales, Information Technology Supervisor II, CDCR Enterprise Information Services. He took the idea to management, secured program sponsorship, and managed the project over several years.

“I really enjoyed working with the Department of Justice, the Office of Regulatory Policy and Management, and CCHCS,” Gonzalez said.

The teams involved are:

DOM: Nic Solberg, Ann Alejandria, Tamara Floyd, Ying Sun, Flora Wong CDCR Communications: David Maldonado HCDOM: Terra Adams, Rose Bui, Terese Patterson, Karen Goldsmith, Chelsea Saechao, and Thomas Cai CCHCS Communications: Elizabeth Gransee Special assistance: Stephanie Attorney Wheatley, III, and CDCR Legal Affairs Department

What does this mean?

The new web-based operating manual was made available to the public after a soft launch earlier this year.

This new format provides a more convenient and capable platform, including significantly improved searchability, eliminating download requirements, and greater compliance with accessibility standards. This also makes the update process more efficient.

Staff feedback was positive throughout the soft launch process and we were able to resolve key issues before making the switch permanently.

The move to web-based operating manuals modernizes the way you access information, increasing ease of use and efficiency. Although PDF is useful for preserving document formatting, it has limitations in usability and accessibility. Web-based information hosting creates innovative solutions and improves search efficiency.

Note: For incarcerated people, PDFs of both DOMs will remain available on tablets and in institutional libraries.
