Mental health, neurological and substance use (MNS) conditions represent a major global health and development challenge. This document sets out WHO’s MNS advocacy priorities and outlines what needs to be promoted or changed through WHO and other actors and mechanisms. Aimed to support MNS stakeholders in each country, it provides a flexible approach that can be used to create customized advocacy strategies tailored to each country’s specific circumstances and needs.
