US Mail contract postal workers on Tuesday delivered 1,000 pieces of mail, including at least one mail-in ballot and 400 pieces of political mail, in Orange County in exchange for delivering mail just before the Nov. 5 election. In a criminal complaint filed Friday in U.S. District Court, Orlando District, authorities said Otis Nicole McCoy Jr. threw the mail into a cul-de-sac in the Alafaya Woods neighborhood.
Another employee helped McCoy load the day’s route that morning, and McCoy left with “a very large amount of U.S. mail” to be delivered on Tuesday, according to the complaint. , suspicions were raised against McCoy after he finished the route earlier than expected.
McCoy’s boss at Cummings Contract Delivery Services checked the GPS under McCoy’s car and saw the postal worker veer off route. Federal records say another delivery service employee drove to the vacant lot and found mail strewn on the ground and in the bushes.
The U.S. Postal Inspection Service was notified of what happened, according to the criminal complaint.
In addition to the evidence against McCoy, a homeowner living on the cul-de-sac on Rarick Lane had surveillance video that captured McCoy arriving and dropping off mail at 5:14 p.m.
“It is deeply disturbing to see mail-in ballots being discarded in the field, but we are grateful for the swift action of the U.S. Postal Service and the efforts of U.S. Attorney Roger Handberg of the Middle District of Florida. We appreciate your leadership,” Orange County Supervisor of Elections Glenn Gilzean said in a statement Friday. “We are working hard to ensure that all affected Orange County voters receive their mail-in ballots in a timely manner to ensure that every voice is heard in this historic election.”
The federal court filing includes screenshots of surveillance video and photos of the mail.
Otis Nicole McCoy Jr. is accused of stealing mail.
Court Watch reported on the federal lawsuit. McCoy faces criminal charges of theft or removal of mail.
The U.S. Postal Service did not immediately respond to Florida Politics’ request for comment Friday. The U.S. Department of Justice declined to comment.
Court records do not indicate who will represent McCoy.
The criminal case comes amid early voting in an election that will have major implications for the presidential election, as well as several statewide and Orange County initiatives and competitive local races.
